City of Sioux City – Police Fire Headquarters

The City of Sioux City had major issues with the HVAC and mechanical systems in their Police/Fire Department Headquarters Building. Building temperatures were uncomfortable for the occupants. Ventilation was insufficient. In some areas, piping systems were leaking and ceilings needed to be replaced. They called Scott Flynn of ECS to solve their problems.

After analyzing the situation, ECS recommended replacing the existing HVAC systems. However, the work would need to be done without interrupting existing police and fire department operations. ECS developed a plan to do so and generated an accurate budget for the proposed work. With City Council approval, ECS developed complete plans and specifications for the project.

ECS also developed Request for Proposals for the public bid-letting process and solicited bids from multiple, qualified contractors. After receiving bids, ECS wrote a detailed bid summary spreadsheet and provided City Council with a recommendation for selection of the lowest responsible bidder. Bids were under budget, City Council approved the project, hired the recommended bidder, and hired ECS to oversee completion of the work.

Through the course of the construction, ECS led regularly scheduled Project Meetings, issued meeting minutes, developed a list of critical Action Items for the project and communicated frequently with the police and fire department personnel. ECS managed the construction work so that interruptions of City staff were kept to an absolute minimum. As a result, the project was completed as planned, under budget and the building HVAC systems were successfully upgraded without interrupting fire and police operations.
